During the Security Council briefing, Jean-Pierre Lacroix emphasized the potential for credible elections to occur before the transition period ends if all sides show a stronger determination and commit sufficient resources.

“He stated that, although there were flaws in putting it into action, the peace agreement successfully brought about a period of calm on a national scale and brought together opposing sides who had engaged in two civil wars. It allowed them to lead and participate in a Government of National Unity (GNU).”

“It is now the moment for everyone to unite and build upon this success. The peaceful execution and adoption of the election results should be a joint strategic objective for all involved parties,” he stated.

‘Only viable framework’

In his presentation, Under-Secretary-General Lacroix emphasized that the peace treaty remains the sole workable structure for attaining peace and stability in South Sudan.

He emphasized the importance of aligning the UN’s stance on significant political matters with that of the east African IGAD and the AU.

According to the speaker, the United Nations plans to provide support within its designated role to ensure the upcoming elections are peaceful and trustworthy. This follows endorsements from IGAD and the African Union. It is emphasized that a suitable structure must be in place for the elections to be successful.

Currently, South Sudan is not prepared for elections and significant work still needs to be done. However, according to the Secretary-General’s report, if the parties show political determination and appropriately allocate resources in a timely manner, it is still possible to hold credible elections before the end of the transition period,” he stated.

A vast array of factors.

According to Mr. Lacroix, a variety of elements will probably impact the outcome of elections in South Sudan.

He stated that a developing economy has caused more conflicts over resources and resulted in high rates of unemployment, especially among young people. He also mentioned increased competition among the ruling class, heightened tensions between different communities, and the added burden caused by the arrival of those seeking refuge from the conflict in Sudan.

He warned that these elements could lead to elections taking place under tense conditions with limited opportunities for civic and political engagement in the country.

Hence, if not carefully controlled, they hold the potential for violent outcomes that could greatly harm a nation already struggling and the surrounding area.
