LIVE UPDATE: Situation of Emergency in the Middle East

The session of the Security Council has concluded. The top officials of the United Nations have highlighted key points regarding Gaza, the important role of the UN agency for Palestinian refugees (UNRWA), and the global initiative to prevent escalation of violence.

HIGHLIGHTS

  • According to UN Secretary-General António Guterres, UNRWA plays a critical role in providing humanitarian aid in Gaza. He urged all Member States to ensure that the agency’s life-saving efforts continue uninterrupted.

  • The leader of the United Nations expressed strong disapproval of the assaults carried out by Hamas and other organizations. He stated that the continued conflict and constant bombardment from Israeli forces in Gaza have led to the deaths of innocent civilians and widespread destruction, which is unprecedented in recent times.

  • The Secretary-General expressed his deep concern over the death, destruction, displacement, hunger, and loss that have occurred in Gaza over the past 120 days. He believes that these events are a stain on our collective humanity and sense of morality.

  • During his speech to the Security Council, Martin Griffiths, the UN Emergency Relief Coordinator, stated that the choice to not provide funds to UNRWA should be reversed.

  • “In other words, our ability to respond to the humanitarian needs in the Occupied Palestinian Territory relies heavily on the proper funding and functioning of UNRWA,” stated the chief of UN relief efforts, emphasizing the call for a ceasefire and adherence to international humanitarian laws.

The ruling by the ICJ is seen as a significant triumph for South Africa.

The South African Ambassador, Mathu Joyini, stated that the recent occurrences in Gaza have shown that Israel is not following its international obligations under the Genocide Convention. The International Court of Justice’s recent ruling on South Africa’s appeal for temporary measures in their case against Israel concluded that their behavior could potentially be considered genocidal.

South African Ambassador Mathu Joyini spoke at the Security Council meeting regarding the current state of affairs in the Middle East, specifically addressing the Palestinian issue.

Israel must comply with these measures, according to the speaker, and it is evident that their justification for military actions being in accordance with international law is not valid.

She stated that the ruling from the court is a clear success for the global legal system and an important step towards achieving justice for the Palestinian individuals.

According to the court’s ruling, all nations are now aware that there is a severe possibility of genocide against the people of Gaza. This requires them to stop providing financial support and assistance to Israel’s military operations, which are believed to have the potential for genocide.

“Regrettably, in the time following the court’s ruling, we have observed that the Israeli Government has persisted in their unlawful actions, defying the court’s mandate,” she stated. She also affirmed that South Africa will persist in its efforts to protect the Palestinian people as a community, put an end to all forms of oppression and violence against them, and stand beside them as they strive for their collective right to self-determination.

South Africa expressed gratitude for the prompt response from the United Nations in looking into accusations against UNRWA employees. However, they maintained their deep worry over the announcement of reduced funding for the agency. They reiterated their plea for the donors to reassess their choices.

and double standards in the international arena.

Israel is being unfairly targeted and held to different standards in the global community.

Brett Jonathan Miller, the Deputy Permanent Representative of Israel, noted that on October 7th, a terrorist group carried out their genocidal goals, but the Security Council has not officially condemned it.

Brett Jonathan Miller, Israel’s Deputy Permanent Representative, speaks at the Security Council meeting about the current state of affairs in the Middle East and the Palestinian issue.

He stated that the communication to the citizens of Israel and the hostages has conveyed the message that their humanity is disregarded and they are not worthy of our concern.

Instead, the targeted nation is once again being falsely accused. Unlike Hamas, Israel is dedicated to following the law and showing compassion. However, Hamas’s disregard for the law is never brought up in discussions.

He stated that the act of accusing Israel of genocide goes against the principles of the Genocide Convention, and the same distortion is evident in the misinterpretation of the provisional measures issued by the ICJ.

The court clarified that its ruling does not imply a judgement on its authority to address the merits of the case, the speaker stated. Interestingly, no one acknowledged the court’s request for the hostages to be freed, and the speaker contended that the misuse of the ICJ has no basis in law.

His objective is to use the law as a weapon, he stated.

He praised the choice of nations to halt their support for UNRWA due to the participation of certain staff members in the 7 October attacks, and reiterated the need for a thorough inquiry.

Repeatedly, the Security Council has held meetings to address the state of affairs in the Middle East. However, it remains incapable of denouncing the attacks that occurred on October 7th. The Council must fulfill its duties and take action, instead of neglecting the victims of terrorism, as expressed by the speaker to the ambassadors.

Palestine demands that Israel adhere to the measures set by the international court.

Ambassador Riyad Mansour of the Palestinian Permanent Observer Mission to the United Nations reflected on the “serious” update given by relief leader Mr. Griffiths and praised the tireless work of UN humanitarian workers to end the disaster.

According to him, the ICJ temporary decision strongly rejected the argument that the accusation of genocide against Israel was unfounded and lacking in evidence.

Riyad Mansour, the Permanent Observer for the State of Palestine at the United Nations, speaks at a meeting of the Security Council regarding the current state of affairs in the Middle East, specifically the Palestinian issue.

“The court also rejected the notion that Israel, by its inherent nature, is immune to the law and cannot be held responsible for committing acts of genocide,” he stated.

He implored all individuals to focus on the temporary measures enforced by the Court, advising them to thoroughly read, analyze, and review them in order to understand the true contents rather than making assumptions about what is not included.

He stated that it is evident that the Court’s interim actions are mandatory and Israel must adhere to them.

Thirteen members of the Security Council voted in favor of an immediate ceasefire, and 153 Member States also backed the call at the General Assembly.

He stated that with the ICJ acknowledging the possibility of genocide, it would be a crime to not take action and stop this war of violence.

Mr. Mansour said Israeli Prime Minister Benjamin Netanyahu had spoken like a “true war criminal” when the Israeli premier said “no one will stop us, not the Hague, not the axis of evil and not anyone else.”

UNRWA has achieved an impressive level of success.

Mr. Mansour strongly condemned Israel’s accusations against UNRWA, describing them as “unacceptable and cruel.” He stated that the country has targeted numerous high-ranking UN officials, such as the Secretary-General, and has denied visas to representatives of UN organizations as a form of retaliation for fulfilling their duties.

According to him, over 150 UN employees have been killed in this attack. He also stated that Israel is attempting to eliminate any barriers to their goal of annihilating Palestine and its people.

Regarding the allegations of collusion involving certain UNRWA employees, he stated that they are being taken seriously and are currently under investigation.

He stated that the values of humanity, neutrality, and independence must be maintained. He also mentioned that both UNRWA and the Secretary-General are dedicated to upholding these values, and there is no cause for skepticism in their dedication.

He described UNRWA as an impressive example of effective multilateralism.

He stated that we should take pride in having UNRWA, an organization within the UN, which has been successfully providing humanitarian aid to millions of Palestinian refugees for 75 years.

He stated that it is our shared responsibility to safeguard and support it, allowing it to carry out its humanitarian efforts.

12:36 PM

Russia stresses that the entire UNRWA agency should not be discredited due to allegations against its staff.

The US-led reduction in funding for UNRWA, as stated by Russian Ambassador Vassily Nebenzia, is occurring amidst a “distressing humanitarian situation”. He also stressed the importance of considering information from both Israeli and Palestinian sources during the investigation into allegations against agency staff.

Russian Ambassador Vassily Nebenzia speaks at the Security Council meeting about the current state of affairs in the Middle East, including the issue of Palestine.

Accusations made against 12 employees should not be used to invalidate the agency’s entire structure and compromise its crucial efforts in assisting millions living in the Occupied Palestinian Territory and nearby Arab nations.

He stated that the Council was unable to permit UNRWA to deplete its funds.

He expressed concern about the aggressive language used by certain Israeli leaders, who advocate for the removal of UNRWA from the area and the displacement of Palestinians. He emphasized that this should not happen, regardless of the circumstances.

Unfortunately, due to one delegation’s stance, the United States, the UN Security Council has not been able to pass a resolution demanding an end to violence. This has resulted in Israel being given free rein to continue their collective punishment of the Palestinians.

It is evident that the cycle of aggression in Gaza will persist until the root cause of the conflict, which is years of injustice, is addressed and the Palestinian population is able to achieve self-determination through the establishment of their own sovereign nation.

He stated that only an approach that is balanced and based on international law can bring about long-lasting peace.

12:25 PM

China urges the Council to advocate for an immediate cessation of hostilities.

The Ambassador of China, Zhang Jun, stated that there have been fervent pleas from the global community for a ceasefire, and the ICJ has taken decisive measures.

At the Security Council meeting, Ambassador Zhang Jun from China speaks about the current state of affairs in the Middle East, specifically regarding the Palestinian issue.

He stated that the Security Council must now take additional measures to protect justice, preserve lives, and attain peace.

According to him, the ICJ’s temporary actions are a powerful way to safeguard civilians. He also stated that China is pushing for increased diplomatic attempts and a global summit on peace, in addition to Palestine’s complete participation in the United Nations.

He remarked on the reported participation of UNRWA employees in the terror attacks that occurred on October 7 in Israel and stated that China backs a fair and neutral investigation.

Nonetheless, the actions of a minority should not distract focus from the urgent humanitarian crisis in Gaza and the imperative for a two-state resolution, he declared.

He urged the main contributors to rethink their choice of stopping financial aid to UNRWA and instead, to maintain their support while the investigation takes place.

The UN report predicts that it could take several decades for Gaza’s economy to fully recover.

A recent report from the UN’s trade and development organization, UNCTAD, reveals that the conflict in Gaza has caused extensive damage to the region’s economy. It will require tens of billions of dollars and several decades to fully recover.

The agency stated that the recovery in Gaza’s potential and speed will rely on putting an end to the military operation, involvement from donors, and future growth performance.

The reduction of funds serves as a reminder to the United States to take action.

During her speech to the Security Council, US Ambassador Linda Thomas-Greenfield stated that the ICJ’s provisional measures’ order aligns with her delegation’s stance that Israel has the right to protect itself. However, she emphasized the importance of how Israel conducts its defense operations and stressed the need for all actions to adhere to international humanitarian law.

Linda Thomas-Greenfield, the US Ambassador, speaks at the Security Council meeting regarding the current state of affairs in the Middle East, specifically regarding the Palestinian issue.

“We can all acknowledge the need for further action, but we must also be truthful about what the court did not mandate,” she stated. She also clarified that the court did not determine that Israel had breached the Genocide Convention.

“We need to focus on finding a resolution” through diplomatic efforts, she stated, highlighting the US’s efforts to secure the release of hostages in Gaza. She mentioned that a proposal has been presented that could potentially improve the situation and lead to a reduction in hostilities.

Hamas instigated this current situation and now they have a decision to make: either accept or reject the proposal. The speaker emphasized that any action taken by the Council in the next few days must put more pressure on Hamas to make the correct choice.

The withholding of UNRWA funding is not intended as a punitive measure.

Regarding the reduction of funding for UNRWA, she stated that the United States has historically been the top contributor to the organization. It is important for the investigation into the conduct of certain employees to be comprehensive and expeditious in order to regain the trust of donors.

She stated that holding back funds was not meant as a punishment, but as a reminder to UNRWA to make necessary changes in order to prevent similar incidents from occurring in the future.

She stated that the journey towards achieving peace lies in pursuing the two-state solution.

“Let’s all be dedicated to turning this vision into a tangible reality.”

Algeria insists on holding Gaza accountable for all of its actions without any exceptions.

Ambassador and Permanent Representative of Algeria, Amar Bendjama, stated that the recent ruling by the ICJ signifies the end of impunity.

Algerian Ambassador Amar Bendjama speaks at the Security Council session about the current state of affairs in the Middle East, specifically addressing the Palestinian issue.

He stated that Israel should not be exempt from the commitment made by the United Nations and the international community to hold all criminals accountable and ensure they face consequences.

The speaker emphasized the crucial need for accountability to prevent future generations from experiencing atrocities like those happening in Gaza. They stated that the measures set by the UN world court must be enforced to safeguard the Palestinian population from genocide.

He emphasized the need for Israel, as the occupying nation, to promptly follow the temporary measures determined by the court.

He stated that the global community has a responsibility to guarantee that Israel adheres to these measures completely.

The situation in Gaza is deteriorating daily, causing increased misery and suffering according to the United Nations relief chief.

Martin Griffiths, the Emergency Relief Coordinator for the United Nations, stated that intense battles are ongoing near hospitals in Khan Younis, posing a danger to the health of many people and forcing thousands to flee to Rafah.

He stated that with each passing day, the misery and suffering of both the people in Gaza and Israel are only getting worse.

According to Gaza’s Ministry of Health, the reported number of fatalities in Gaza has exceeded 26,000, with over 65,000 reported injuries. The majority of these casualties are said to be women and children.

Martin Griffiths, the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, provides an update on the current humanitarian conditions in Israel and the Occupied Palestinian Territory.

He reported that over 60% of housing units have been destroyed or damaged, resulting in approximately 75% of Gaza’s total population being displaced.

He cautioned that obtaining clean water is extremely difficult.

According to international law, all individuals who have been displaced from Gaza must have the right to return voluntarily.

Insufficient access for those who require it.

Currently, the humanitarian community is struggling to effectively provide aid to the people of Gaza, with limited success.

Although the situation on the ground is dangerous, aid workers are providing assistance to the remaining bakeries by distributing food, water, hygiene and cleaning supplies, tents, tarpaulins, and blankets. They are also delivering medicine and medical supplies and helping to relocate patients.

He emphasized the need for immediate action to guarantee swift and unobstructed entry. This includes enhancing security measures, establishing a consistent supply flow, and allowing access to the enclave for civilians in need.

UNRWA is the ‘beating heart’ in Gaza aid effort

The main focus of all of this is UNRWA, even though its employees are being killed, harmed, and forced to leave, he stated.

The news of potential involvement of UNRWA staff in the 7 October attacks in Israel was shocking. The agency has responded quickly and is currently conducting an investigation.

According to him, the actions of a few individuals should not put at risk the essential assistance provided by UNRWA to more than three-quarters of Gaza’s population.

In short, our ability to provide aid for the Occupied Palestinian Territory relies heavily on UNRWA’s funding and operations. The agency plays a crucial role in distributing aid, managing warehouses, coordinating logistics, and providing human resources with thousands of staff members dedicated to addressing the ongoing crisis.

He stated that the decision to stop funding for UNRWA should be reversed.

Reiterating his plea for a cessation of hostilities and his insistence on adherence to international laws protecting civilians and vital infrastructure, he also urged for the prompt release of any individuals being held captive.

He implored the Council to use all their resources to put an end to this tragedy.

The Security Council meeting was recently convened at the request of Algeria, a new member, to address the provisional decision made by the ICJ regarding Gaza in the South Africa vs. Israel case. The agenda includes statements from both Israel and Palestine, as well as the participation of all 15 Council members.

10:51 AM

The decision made by the International Court of Justice brings a glimmer of hope for safeguarding the civilians living in Gaza who are facing unimaginable living conditions. This has been stated by experts on human rights.

On Wednesday, experts from the United Nations stated that the recent decision made by the International Court of Justice (ICJ) offers a tangible possibility to safeguard civilians in Gaza who are currently facing catastrophic humanitarian circumstances, including devastation, extensive loss of life and injuries, and long-term psychological damage.

The experts stated that the court must urgently intervene to safeguard the Palestinian population from potential acts of genocide, as ordered by the court to be ceased and prevented by Israel.

On the previous Friday, the international court determined that it was possible for Israel’s actions to be classified as genocide. As a result, six temporary measures were put in place, instructing Israel to take action to prevent and punish any encouragement of genocide, guarantee access to aid and services for Palestinians living in Gaza under siege, and preserve evidence of any crimes committed. This ruling came after South Africa brought a case against Israel at the end of December.

The experts expressed their agreement with the Court’s swift decision, as Israeli forces continue to cause the deaths of numerous Palestinians on a daily basis. They see this ruling as a major step forward in the Palestinian people’s ongoing fight for justice.

Over 26,000 individuals in Gaza have lost their lives, which is more than one percent of the region’s population. This number has increased since Israel retaliated against Hamas assaults on October 7th.

The individuals who released the statement are designated as UN Special Rapporteurs by the UN Human Rights Council, based in Geneva. They are not employed by the UN and do not receive compensation for their efforts.

Guterres refers to the scar on our collective humanity.

Secretary-General António Guterres emphasized the significance of the Palestinian Rights Committee’s role in addressing the ongoing issue of statelessness and the widespread violence and suffering, particularly following the devastating terror attack on October 7th.

He stated that the events in Gaza in the past 120 days, including death, destruction, displacement, hunger, loss, and grief, are a painful reminder of our common humanity and moral responsibility. He denounced the acts of aggression carried out by Hamas and other organizations.

“The continuous clash and constant barrage of attacks from Israeli forces in Gaza have led to the deaths of innocent civilians and widespread destruction at a rate and magnitude that surpasses anything we have seen in recent times,” he stated.

UNRWA is the cornerstone of all humanitarian efforts in Gaza.

Mr. Guterres stressed the swift response of the UN to the grave accusations involving UNRWA employees in the 7 October assaults.

“I was personally appalled by these allegations,” he stated. He mentioned that on Tuesday, he held a meeting with donors to hear their worries and to explain the actions being taken by the Organization to handle them.

He emphasized the significance of maintaining UNRWA’s crucial efforts to address the urgent needs of civilians in Gaza and to guarantee the ongoing provision of services to Palestine refugees in the occupied West Bank, Jordan, Lebanon, and Syria.

He stated that UNRWA plays a crucial role in providing humanitarian aid in Gaza. He urges all Member States to ensure that UNRWA’s life-saving efforts continue.

According to reports, more than 26,000 people have been killed in the area, 1.7 million have been forced to leave their homes, and there has been extensive damage to civilian buildings, such as houses and schools. The leader of the United Nations stressed the importance of all fighters following international laws.

The ruling of the ICJ must be observed.

He stated that it is imperative to always uphold international humanitarian law, which includes the principles of distinction, proportionality, and precautions in attack.

He emphasized the importance of adhering to the binding decisions made by the International Court of Justice.

10:04 AM

The 2024 session of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, a division of the General Assembly, is currently convening. Ambassador Cheikh Niang (Senegal) has been unanimously chosen as the Chair by the Committee. The positions of Vice Chair and Rapporteurs will be determined at a future date.

At 11:00 AM New York time, the Security Council meeting will include a briefing from the UN Emergency Relief Coordinator, Martin Griffiths. Meanwhile, Secretary-General António Guterres is scheduled to provide a briefing to the Committee on the Exercise of the Inalienable Rights of the Palestinian People, which is meeting in another part of the building.

Later today, we anticipate further information regarding the meeting between the UN Secretary-General and over 30 donor nations to the United Nations Relief and Works Agency for Palestinian Refugees (UNRWA) on Tuesday evening. Some of these countries have halted funding while an inquiry is conducted into the reported collaboration of twelve UNRWA employees in the October 7th terrorist attacks.

The United Nations’ highest-ranking officials in charge of humanitarian efforts, as well as leaders of major non-governmental organizations, issued a warning about the potential disastrous effects of cutting off funding for UNRWA, even in the short term.

The Inter-Agency Standing Committee, led by relief chief Griffiths, cautioned that removing finances from UNRWA would lead to the breakdown of the humanitarian system in Gaza. This would have significant impacts on both humanitarian efforts and human rights in the Occupied Palestinian Territory and beyond.

According to reports, a large number of individuals have become displaced and are facing severe hunger due to the Israeli air and ground attacks. These attacks were in response to the killing of approximately 1,200 individuals in Israeli settlements and the kidnapping of over 250 others by Palestinian militants on October 7th.

The path to rebuilding is lengthy

UNCTAD, the United Nations trade and development organization, will soon release a report detailing the destructive effects of war on the Gaza community and economy. The report will also provide a plan for initiating reconstruction efforts once the fighting has ceased. It is expected to be published at approximately 12:00 PM.
