The legislator stated on Monday evening that Ukraine’s proposed law for military mobilization will not include drafting women or implementing a lottery. The parliament’s security committee is scheduled to make a decision on the bill tomorrow.

Yehor Chernev, Deputy Chairman of Ukraine’s Parliamentary Committee on National Security, Defense, and Intelligence, stated that there will not be a lottery for conscription or mobilization of women. He made this statement during an interview with Ukraine’s public broadcaster.

There will not be any positions that are unconstitutional.

In the initial stages of Russia’s complete invasion in February 2022, tens of thousands of individuals eagerly offered to fight for Ukraine. However, after 22 months, their enthusiasm has decreased, leading President Volodymyr Zelenskyy to contemplate a new draft law.

Proposed revisions to regulations regarding the mobilization of troops, which would allow Kyiv to increase conscription and impose stricter penalties for draft evasion, have received backlash from the public. The human rights commissioner for the parliament stated that certain aspects of the proposed changes are unconstitutional.

In a statement on its website, the European Business Association expressed concerns about certain provisions in the previously proposed draft law, citing potential corruption risks.

The Committee on National Security, Defense and Intelligence has been examining the suggested modifications to the legislation since Thursday. On Tuesday, it will either endorse the proposed changes or return the bill to the government for further adjustments.

According to Roman Kostenko, secretary of Ukraine’s National Security Committee, the draft law was carefully reviewed section by section. He also mentioned that the discussions included extensive questioning of high-ranking officials from the defense ministry and military.

If the committee approves, the legislation will be discussed and may be altered during two or three readings in parliament. Approval from parliament is necessary. Afterwards, Zelenskyy’s signature is needed for the legislation to be enacted.
