The United States has rejected an Algerian proposal calling for an immediate end to the fighting in Gaza.
Middle East World News

The United States has rejected an Algerian proposal calling for an immediate end to the fighting in Gaza.

The most recent meeting of the Council regarding the escalating Middle East crisis resulting from the conflict in Gaza has concluded. The US exercised their veto power while the UK abstained, while Algeria’s resolution received support from 13 out of the 15 members seated around the iconic horseshoe-shaped table.

These are the main highlights:

HIGHLIGHTS

  • The United States has exercised its veto power to reject Algeria’s proposed resolution calling for an immediate ceasefire in Gaza. Instead, they have put forth their own alternative text that denounces Hamas and also suggests a temporary ceasefire.

  • On Tuesday, the US is anticipated to release their own version of the draft, but there are indications that the negotiations will be challenging. Russia and China have both expressed strong disagreement with the US’s use of a veto for the third time in ceasefire resolutions.

  • The council members express sorrow over the ongoing suffering in Gaza and strongly criticize the potential Israeli military intervention in Rafah.

  • The ambassador of Algeria stated that they will persist in urging the Council to take action in order to increase pressure on Israel and Hamas to reach a ceasefire and stop the violence.

  • .

The ambassador representing the observer State of Palestine states that this veto does not excuse Israel from its responsibilities.

  • to the UN

The Israeli ambassador to the United Nations states that a ceasefire would be detrimental to both Israelis and ordinary Gazans.

  • The ambassador of Qatar, representing the Gulf Cooperation Council, has stated that her delegation will persist in their efforts to assist in the release of all hostages, safeguard innocent civilians, and establish a ceasefire.

According to Qatar, Gaza is the most severe humanitarian crisis in the world.

Qatar’s Ambassador Alya Ahmed Saif Al-Thani speaking on behalf of the Gulf Cooperation Council, called on the UN to assume its responsibilities and condemn the Israeli threat of unleashing its military operation in Rafah.

Over a million people who have been forced to leave their homes are seeking refuge in that location as they have no other place to go.

According to her, we are currently experiencing the most severe humanitarian crisis in history.

She expressed disapproval of the forced removal of non-combatants and lamented the discontinuation of funding for UNRWA.

Qatar will continue its efforts to help release all hostages, safeguard civilians in Gaza, and establish a ceasefire.

She expressed disappointment that the Security Council did not approve Algeria’s resolution.

Israel is stating that a ceasefire would result in a dire consequence, similar to a death sentence.

The repeated topic of discussion at the Council, according to Israeli Ambassador Gilad Erdan, has been the flawed request for a ceasefire.

According to the speaker, this supposed “miracle solution” would only result in the perseverance of Hamas and bring about a tragic outcome for both Israelis and Gazans. The speaker also believes that Hamas will persist in causing harm to innocent people. The ICJ made the correct decision in denying South Africa’s proposal for a ceasefire.

According to him, a ceasefire is simply delaying the inevitable and will only protect those who commit crimes against children and commit rape. It gives Hamas the opportunity to rebuild and obtain weapons once again.

‘Condemn Hamas as a Council’

He remembered a video of a family being held as hostages in Gaza and questioned why the Council would want to keep them in the area. The proposed resolution, if passed, would have guaranteed that this family and over 100 others would continue to be held captive.

The Council has not condemned Hamas at all since October 7, as stated by Ambassador Erdan.

“He urged the Council to condemn Hamas and do so for the sake of the hostages.”

Simultaneously, he noted that Lebanon is facing a time-sensitive situation, as evidenced by a Hezbollah drone being shot down in Israel’s territory. Iran has played a role in displacing approximately 100,000 Israeli citizens in the northern region. He also emphasized the Houthis’ ongoing attacks on ships in the Red Sea and urged an end to terrorist actions in the area.

“The dire outcome of not taking action”: Palestine

Riyad Mansour, the Permanent Observer of the State of Palestine at the United Nations, speaks at the Security Council session regarding the state of affairs in the Middle East and the Palestinian issue.

Ambassador and Permanent Observer of the State of Palestine, Riyad H. Mansour, stated that the Algerian-led proposal was presented to the Council due to Israel’s continuous attack, despite widespread calls from the international community for a ceasefire.

He remembered the ICJ’s temporary instructions that directed Israel to stop committing acts of genocide, encouraging genocide, and providing humanitarian aid to the Palestinian population in Gaza. The Palestinian people are experiencing frequent threats of death, starvation, and displacement on a daily basis.

He stated that it has been almost three weeks since he last spoke to the Council after the court’s ruling. He appealed for action to be taken to enforce the provisional measures and establish a ceasefire in order to protect the Palestinian people and prevent further harm to their lives from the Israeli attack.

“Unfortunately, our efforts to appeal have not yielded any results,” he stated, acknowledging that since then, the number of Palestinian casualties has increased from 26,000 to almost 30,000, with over 69,000 injuries.

“The speaker stated that Israel has killed almost 4,000 Palestinian children, women, and men in the last 20 days, emphasizing the tragic outcome of not taking action.”

Make life an unbearable nightmare.

According to Mr. Mansour, Palestine and a large number of nations have taken action to challenge the Israeli disregard for consequences, which has greatly harmed the lives of Palestinian individuals.

They joined together to call for a prompt and total termination of the unlawful colonial occupation and oppressive regime, which is the underlying source of all the hardships our people are facing, including the ongoing devastating conflict. The speaker mentioned that the International Court of Justice (ICJ) promptly addressed both the lawsuit filed by South Africa and the appeal for a legal opinion by the General Assembly.

He inquired about the timing of the Security Council’s fulfillment of its important duties by taking action to call for a ceasefire, which is desired by the majority of the global community.

He stated that rejecting this proposed resolution is not only disappointing, but also incredibly careless and risky. This once again protects Israel, even after they have committed horrendous acts, and subjects millions of innocent Palestinians to even more unknown terrors.

“We will never grow weary, and we will never cease”: Algeria

The Algerian Ambassador, Benjama, stated that the proposed resolution includes a request for a ceasefire. However, the Council has once again failed to meet the expectations and desires of the global population.

He stated that this failure does not release the Council from its duties or the international community from their responsibilities.

Algerian Ambassador Amar Bendjama speaks at the Security Council session about the current state of affairs in the Middle East, specifically regarding the Palestinian issue.

He stated that it is overdue for the hostility to stop and for aid to be provided to all individuals in Gaza who require it.

He announced that the present circumstances call for all individuals to ensure the safety of the Palestinian population and bring an end to the long-standing injustice they have faced.

The residents of this area have consistently relied on the Security Council, yet it has once again let them down.

“We urge the international community to answer the pleas for an end to the violence against the Palestinian people by calling for an immediate cessation of hostilities,” he stated.

Those who are preventing these calls should reconsider their policies and calculations, as making incorrect decisions now will negatively impact our region and the world in the future. The result of these wrong decisions will be violence and instability.

Knocking on the door

According to the speaker, Algeria will come back tomorrow representing the Arab world, Muslim nations, and those who value freedom. He stated that they are fueled by the spirits of countless innocent individuals who have been killed by the Israeli occupation without any consequences.

“We will persistently urge the Security Council to intervene and stop the violence,” he stated. “We will continue to demand that the Council takes full responsibility and enforces an immediate ceasefire. Our determination will not falter and our efforts will not cease.”

Russia is determined to persevere despite any challenges.

Russian Federation Ambassador Vassily Nebenzia speaks at the Security Council meeting about the current state of affairs in the Middle East, specifically regarding the Palestinian issue.

The Russian Ambassador Nebenzia stated that we have witnessed yet another dark moment in the history of the Security Council.

The US delegation once again authored the writing, according to him. Their objective remains the same – to protect their closest ally in the Middle East and stall for time in order to carry out their “inhumane plans” for Gaza. These plans involve removing Palestinians from the Strip and completely “cleansing” the area.

He stated that Washington will bear complete accountability for the outcomes, despite their efforts to avoid it by mentioning their “significant mediation endeavors”.

Despite any negative feelings about today’s vote, the speaker stated that they are determined to persevere and not give up. They emphasized the Council’s urgent request for a ceasefire as a necessary action.

as an advisory body

The Council in Sierra Leone is required to serve as an advisory group.

The representative for Sierra Leone, Michal Imran Kanu, stated that their delegation supported the proposal because it is crucial to have an urgent humanitarian ceasefire. The Council is responsible for taking swift and efficient action.

Some Council members had visited both the Rafah crossing and Israel, and the assessment has been that only such a ceasefire will put an end to the unbearable killings going on inside Gaza and certainly the “looming and unthinkable catastrophe” in Rafah.

The UK is urging for an immediate halt to the ongoing conflict.

The UK Ambassador, Barbara Woodward, urged for a prompt halt to the violence, in hopes of achieving a lasting and sustainable ceasefire. She pointed out that Palestinian civilians are currently enduring a severe humanitarian crisis.

British Ambassador Barbara Woodward speaks at a meeting of the Security Council about the current state of affairs in the Middle East, specifically addressing the issue of Palestine.

She suggested establishing a new governing body for Gaza and the West Bank while also disarming Hamas to prevent attacks on Israel.

Hamas must be removed from power in Gaza and a realistic political plan should be implemented to facilitate a sustainable solution with two separate states.

Merely requesting a pause in fighting, as this resolution does, will not result in its occurrence.

According to her, revealing this information could jeopardize the ongoing negotiations and potentially hinder the chances of reaching a lasting peace agreement. The key to ending the conflict is by freeing all hostages.

She stated that the UK will persist in efforts to provide a significant humanitarian response.

Japan’s council needs to publicly address the attacks by Hamas.

Ambassador Kazuyuki Yamazaki from Japan speaks at the United Nations Security Council meeting regarding the current state of affairs in the Middle East, specifically addressing the issue of Palestine.

The Japanese Ambassador, Kazuyuki Yamazaki, stated that it is crucial to promptly implement a humanitarian ceasefire that will create a suitable environment for necessary humanitarian aid efforts and ultimately result in the release of any remaining hostages.

A sustainable ceasefire would only be possible at that point.

He stated that, considering this stance, we urge all relevant parties to promptly take action from a humanitarian perspective.

To promote equality in the text, the resolution should have condemned Hamas’s terrorist activities, which the Security Council has not yet done.

“Though we couldn’t agree on a resolution which all the Council members can support, we are all engaging seriously to stop the violence,” he said.

10:50 AM

The Council is being urged by Mozambique to work towards achieving peace.

The Ambassador of Mozambique, Pedro Comissário, stated that it is imperative for parties to adhere to international humanitarian law, particularly in regards to safeguarding civilians.

He stated that we urge complete adherence to the temporary orders from the International Court of Justice and strongly disapprove of the forced removal of Palestinian civilians, particularly women and children.

He stated that we insist on the prompt and complete liberation of all captives and call upon the global community and Security Council to persistently collaborate in order to attain peace in the area through a two-State resolution.

French Ambassador Nicolas de Rivière speaks at the Security Council meeting regarding the current state of affairs in the Middle East, specifically regarding the Palestinian issue.

The French Ambassador, Nicholas de Rivière, expressed disappointment that the proposed resolution could not be passed due to the dire conditions on the field.

He stated that it is crucial to promptly reach an agreement for a ceasefire that ensures the safety of all civilians and allows for urgent delivery of emergency assistance.

He emphasized that the situation in Gaza, both in terms of human suffering and humanitarian concerns, is unacceptable and the actions of Israel must come to an end.

“It is unacceptable and difficult to understand that the Council has not yet denounced the terrorist actions carried out by Hamas and other terrorist organizations on October 7th,” he stated, referring to the use of sexual violence as a tactic of war by these groups.

He expressed strong disapproval and urged the Council to swiftly clarify this unacceptable ambiguity.

The veto by China conveys a negative message.

Ambassador Zhang Jun of China addresses the Security Council meeting on the situation in the Middle East, including the Palestinian question.

Chinese Ambassador Zhang Jun speaks at the Security Council session regarding the current state of affairs in the Middle East, including the issue of Palestinians.

The Chinese Ambassador, Zhang Jun, expressed concern over the US’s decision to use their veto power, stating that it sends a negative message and exacerbates the crisis in Gaza. This comes at a critical time when Palestinians are already facing dire circumstances.

The US cannot justify claiming that the draft puts ongoing talks at risk. At the same time, the violence is causing instability in the entire region, and the Council must take swift action to end the bloodshed, he stated.

The Council has a duty to maintain global order and push for a halt in hostilities, as it is legally obligated to do so. It cannot halt its efforts due to the use of veto power. The speaker urges the international community to allow Palestinians the opportunity to live and receive fair treatment.

10:35 AM

Following the voting, US Ambassador Thomas-Greenfield expressed her delegation’s readiness to have productive discussions with Council members regarding their proposed resolution.

10:33 AM

The US has rejected the resolution.

The United States has vetoed the adoption of the resolution, leading to its failure.

Thirteen members voted in favor, one member (the UK) abstained, and the US voted against.

10:27 AM

The United States is authorizing Israel to commit acts of violence, according to Russia.

The Russian Ambassador, Vassily Nebenzia, stated that the US is allowing Israel to act with impunity. Algeria held discussions with the intention of creating a resolution, but the US gave an ultimatum, claiming that the draft would hinder current negotiations.

According to him, Washington’s stance remains firm in not allowing the Council to intervene in their plans, as they have previously used their veto power to reject similar resolutions.

He urged the Council members to combat the disregard for law by Washington. He stated that the public will no longer excuse the Security Council for not taking action.

10:20 AM

The United States proposes an alternate version of the resolution.

Linda Thomas-Greenfield, the US Ambassador, stated that her team is currently negotiating a hostage agreement. Despite some differences still existing, the crucial components have been presented. If an agreement is reached, it would lead to a lasting peace.

She stated that on occasions, difficult negotiations may require more time than we would prefer. Any actions taken by the Council should assist rather than impede these delicate ongoing talks.

This proposal will not result in a lasting peace, but rather prolong the captivity of hostages and worsen the humanitarian crisis.

Linda Thomas-Greenfield, the US Ambassador, speaks at a Security Council session about the current state of affairs in the Middle East, including the issue of Palestine.

“According to her, many groups are currently involved in delicate discussions, making this resolution untimely and potentially harmful to these efforts. She also mentioned that the changes proposed by her delegation were disregarded.”

The United States is suggesting a distinct proposal that aims to achieve a temporary ceasefire, under the condition that all hostages are released. The speaker stated that it is necessary for this Council to denounce Hamas.

If the US draft is approved, it would mark the first instance of the Council denouncing Hamas, and also calling for an end to any forced displacement of Gazans. It would also prevent a large-scale ground attack on the enclave.

Ms. Thomas-Greenfield stated that the proposed draft would reaffirm the US’s belief in a two-State solution and would assist in promoting ongoing negotiations and establishing peace in the region.

She expressed that we are currently facing a crucial and crucial point, pointing out the continuous suffering and increasing humanitarian needs. She urges us to make a dedicated effort to handle this situation correctly and at the appropriate time.

After the Council meeting, Ambassador Thomas-Greenfield spoke to reporters at the stakeout to further explain the US stance on their proposed resolution. She stated, “Our goal is to handle this appropriately in order to establish a conducive environment for a more secure and tranquil future.” She also pledged to actively participate in the challenging task of direct diplomatic efforts.

Mr. Benjama stated that this draft represents the truth.

Approving the draft resolution offers a glimmer of hope for countless children to resume their education and access their right to learning. On the other hand, rejecting the draft is a decision to support the destruction of their aspirations for a brighter future.

He stated that the international community needs to take quick action because the worth of a ceasefire decreases with every passing moment.

“We are quickly approaching a crucial point where the plea to stop the cycle of violence will become meaningless,” he stated. “Currently, every Palestinian is in danger of being killed, wiped out, or subjected to genocide. It is up to each of us to determine our stance in this tragic moment in history.”

10:07 AM

It is time for action and honesty in Algeria.

Ambassador Amar Bendjama of Algeria addresses the Security Council meeting on the situation in the Middle East, including the Palestinian question.

Algerian Ambassador Amar Bendjama speaks at the Security Council meeting regarding the current state of affairs in the Middle East, specifically the issue of Palestine.

The current chairperson is the Permanent Representative of Guyana. Her country is in charge of leading for the month.

Algeria’s Ambassador, Amar Benjama, is presenting his nation’s resolution, which was the result of thorough deliberations.

According to him, the Council must not be passive in response to the situation in Gaza and must fulfill its duty to call for an immediate ceasefire.

During this process, there have been requests to allow for another approach, as some have expressed worry that any action taken by the Council would hinder these efforts. However, almost a month after the ICJ orders, there are still no signs of progress towards bettering the situation in Gaza. Staying silent is not a feasible choice. It is imperative to take action and uncover the truth.

At 9:30 in the morning, Algeria presented a proposal that would remind the Council to insist on all parties following their responsibilities under international law to safeguard civilians.

The possibility of a veto is looming.

At minimum, nine votes from the Council are required in order for the draft resolution to be adopted.

According to media sources, the United States may use its veto power in reference to earlier drafts during this weeks-long negotiation process, as it has publicly stated.

The word “ceasefire” has caused disagreement, as the US rejected a previous proposed resolution from the United Arab Emirates at the end of last year.

If this occurrence repeats itself today, the General Assembly will once more arrange an urgent special session by utilizing a method established at the suggestion of Liechtenstein. The purpose of this session will be to review the utilization of veto power, which is exclusive to the five permanent members of the Council: China, France, Russia, the United Kingdom, and the United States.

The current proposal from Algeria, up for discussion today, asks that the Council denounce the “illegal forced removal of Palestinian civilians and demand an immediate halt to any such actions, as well as the immediate and unconditional release of all captives.” Additionally, it would urge for unrestricted delivery of humanitarian aid into and within Gaza.

The Council has convened over twelve gatherings to discuss the conflict in Gaza, including a public discussion in late January where over 70 UN Member States expressed grave concerns regarding the ongoing humanitarian crisis.

Numerous people urged the Security Council to increase their efforts in resolving the ongoing conflict. The war started in October when Israel launched an invasion of the enclave after facing attacks from Hamas. These attacks resulted in 1,200 fatalities and 240 individuals being held captive. According to local health authorities, the death toll for Palestinians has reached almost 30,000.

According to news sources, the US has proposed a competing resolution that would endorse a temporary ceasefire in Gaza. This resolution urges an end to the violence “as soon as possible” and mandates the release of all hostages taken by Palestinian extremists during the October 7th terrorist incidents in southern Israel.

Below are some key points discussed during the previous Council meeting regarding Gaza on January 23rd:

HIGHLIGHTS

  • The UN Secretary-General, António Guterres, stated that Israel’s repeated refusal of the two-State solution is unacceptable. He also mentioned that denying the Palestinian people their right to statehood will only prolong the conflict, which poses a significant threat to global peace and security.

  • .

The council members unanimously advocated for the realization of a two-State solution and urged for an end to the conflict, with a number of them requesting an instant cessation of hostilities to alleviate the plight of Palestinians and facilitate the unimpeded delivery of necessary aid.

  • for action

Several delegates from various countries in the United Nations expressed similar sentiments for taking action.

  • The Deputy Prime Minister of Jordan pleaded for an end to the bloodshed.

  • The Foreign Affairs Minister for the Observer State of Palestine stated that time is running out and there are two options: either a fire spreading or a ceasefire.

  • The Ambassador of Israel warned that if the Council continues to give assistance to Gaza without taking into account the danger posed by Iran, the world could be headed towards a bleak future.
