In the adoption of resolution 2724 (2024), with 14 in favor and one abstention (Russia), the Council urged all conflicting parties to communicate with one another to find a lasting solution to the conflict.

The confrontation between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF) began in April of last year in and around the nation’s capital. Over the course of eleven months, the violence has extended, resulting in the loss of thousands of lives, displacing millions of people, and causing a severe humanitarian emergency in Sudan.

The Security Council showed great unease about the declining state of humanitarian affairs, specifically the severe food insecurity in Darfur reaching crisis levels or worse. The Council also noted ongoing instances of infringement of international laws protecting humanitarian efforts and human rights, such as sexual violence during conflicts.

The statement called on all involved parties to guarantee the prompt and unimpeded delivery of humanitarian aid by removing obstacles and allowing cross-border and crossline access. They must also adhere to international humanitarian laws to safeguard civilians and their property, as well as fulfill their obligations under the ‘Jeddah Declaration’ to protect Sudanese civilians.

The Panel of Experts on Sudan’s Sanctions.

On Friday, the Security Council voted with a majority of 13 in favor and two abstentions (China and Russia) to extend the mandate of the 1591 Sudan Sanctions Committee Panel of Experts for an additional year. The current mandate will expire next Tuesday.

The panel was formed on March 29, 2005 to aid in the committee’s oversight of the enforcement of sanctions placed by the Council on various Sudanese armed factions and individuals.
